Member
Christine Dugoin-Clément has a doctorate in management science, her work is mainly focused on questions of influence and decision-making, particularly in extreme situations and under the impact of new technologies. Initially a geopolitical analyst specializing in the zone Ukraine/Russia area, in particular in issues relating to internal politics, conflict and cyber-security, Christine Dugoin-Clément is a researcher at the GREGOR laboratory of IAE PARIS - Paris Sorbonne University and for the Think Tank CapEurope.

A Paris mining engineer, Pierre worked in automotive research before joining the General Water Company (Compagnie Générale des Eaux) which later became Veolia.
He headed Veolia water management centers in Normandy, Brittany and the Loire region for nearly two decades, interrupted by periods when he managed specific technical, organizational, commercial projects.
He later become commercial director for France’s Great West zone. During the past four years he has been marketing director of Veolia Water France and heads the development of new markets related to energy, climate and technological transition. He is a founding members of the ALTERS Association.

Richard Olszewski

Richard OLSZEWSKI is a multi-field person – a teacher, an elected official, an association leader and field activist – a man strongly devoted to risk management and the digital domain.
This is reflected by his numerous functions (past or present) of a former elected councillor of the Lille Metropolitan Area and the Municipality of the City of Roubaix (Deputy to the Honorary Major), company head (cyber-security, territorial intelligence, etc.), Secretary-General of HCFDC, Vice-President of France Victims (assistance to all victims, including victims of terrorism and cyber-crimes, etc.). It is neccesary to add his posts as teacher and lecturer at schools such as France’s ENA (untill 2015), Polytech Marseille, the EISTI, the Lille 2 University, Paris V University and many others…
He is a specialist in the digital development of territorial entities via the public option cluster and interclustering activities (cyber-security, etc.).
He also presides over a network of street educators and post-drug treatment centers Northern France.

Louis-Rémy Pinault

Louis-Rémy Pinault is an expert in strategic development who participated in the development of Generali’s Global Performance framework and headed a working group within the ISO 31000 Commission to develop the AFNOR ISO 31000 guide for small and medium-sized businesses.

Karim Selouane
President
Karim SELOUANE has over 15 years of experience spanning both industry, academia, and support to policy makers regarding strategies for the management of climate risks to territories, cities and projects. He is the head of resilience and climate change adaption at Vinci Construction and in 2018 resultant from selection within Vinci’s LEONARD Innovation and Foresight Platform, he founded and is now CEO of RESALLIENCE, a design office dedicated to adapting cities, territories, infrastructures and their use to climate change.
Karim is a member of the sustainable city working group of the UN Habitat (UNEP) and participated and contributed to the first cities summit in Nairobi (March 2019), and the UNSPBF (sciences policy business forum) “Data for the Planet Program Task force” in Canberra (November 2019). Karim is also a member of the “Community of users on secure, safe and resilient societies: urban critical infrastructures” from European Union. And member of and of The Coalition for Climate Resilient Investment (CCRI). It is through his various activities that Karim was appointed to the technical and scientific steering committee of the United Nations Environment Programme's GLOBAL ABC (Adaptation for Building and Construction).
Karim Teaching at Sciences Po on “Global Risks and corporate resilience » . At the same time, Karim co-pilots the standardization commission (AFNOR, CEN, ISO) on the resilience of infrastructures and cities. Karim is a doctor and engineer from the Ecole National des Mines de Paris and the Ecole Nationale des Sciences Geographiques.
Karim is also co-founder & president of the Think Tank "Alters Association", (the Association of Laboratories, Territorial Entities, Resilient and Solidarity-Based Enterprises).

Myriam Merad
Member
Myriam Merad is the Research Director for France’s National Center for Scientific Research (CNRS) at the Analysis and Modeling Laboratory for Decision-Making Assistance (LAMSADE, Paris Dauphine Universiry). She heads research in risk management, resilience, sustainability the procedures of expert analysis and decision-making in the domains of security, safety, healthcare and the environment.
Myriam Merad is an active participant of a number of scientific institutes and societies working in the field of risks: she was member of the Scientific and Technical Committee of IRSTEA (CEMAGREF and presently INRAE) from 2009 to 2017 and president or co-president of different working groups in the framework of IMDR (French Association of Risk Engineers), AFPCN (French Association for the Prevention of Natural Disasters) and AFITE (French Association of Engineers and Environmental Technicians). She was an advisor for SRA (French Society for Risk Analysis) from 2017 to 2020 and president of the Scientific Committee of AFCCN. She is a member of the Editorial Board of the journal Environment, Systems & Decisions published by Springer (formerly The Environmentalist). In 2020, she was appointed member of the Advisory Council for the Prevention of Major Natural Hazards (COPRNM), national expert in the European Consultative Group for Science and Technology (E-STAG) under the auspices of UNDRR and responsible for consultation in the National Commission for Public Debate (CNDP).
Yseult Périlhou

Yseult Périlhou is specialized in promoting collective projects and partner innovation. She is a consultant in charge of developing networks of actors in the fields of education, healthcare and social issues. She implements two decades of experience in carrying out human resources and international development projects in the private sector, in the domain of associations and NGOs. Yseult has a Master’s II degree in HR Management and is a graduate of Skema Business School.

Didier Raciné

Didier Raciné is a graduate of France's École Polytechnique (1967). After 25 years of work in the domain of research and then industry (Thomson, PSA, Schneider), he co-directed the foundation of an engineering school specializing in risks (the École Nationale Supérieure d'Ingénieur de Bourges in 1997).
In 1998, he was Director of Development at the EISTI School of Engineering, where he created in 2004 the Specialized Master program in "Regional Risk Management", then, in 2013, the University Diploma of "Risk Management Advisor". He headed these programs until 2017.
In 2015, Didier Raciné became Editor-in-chief of the journal Préventique, which has worked for 30 years in the domains of risk prevention and risk management. He promotes a comprehensive approach to risks and security. In this context he co-organizes in May 2018 (with the Ministry of Ecological and Solidarity Transition) the First meeting for Comprehensive Territorial Security.
He is co-founder of the Think Tank Alters in September 2019, then of the publishing company Alters Editions which launches the journal Alters Média in September 2020. Didier Raciné is Editor-in-chief of Alters Média.

Jean-Claude Fontanive has been, for nearly three decades, an expert in public/private affairs, the development of international economic relations and is a renowned expert in geostrategy, business diplomacy and influence strategies in the relationship between Africa & Europe.
He is President of NextSee, an International Multimedia Public Relations Agency specializing in geopolitics, economics and social issues, as well as matters of major shifts and transitions in the 21st century in the zone of the of Great Mediterranean. The Agency publishes several specialized journals including Parliaments and International Politics. He is General-Delagate of the Chair “Environment, Climate Change and Energy Transition” and Expert at the Chair “Inclusive Enterprise” at the IPAG Business School.
He is Associate Director at ISD Consultants, a consulting office specializing in Sustainable Social Innovation.
He is an associate expert at the French National Committee of External Trade Consultants. He is a graduate of SUPINFO International University and holds an MBA in Management and Company Administration (MAE) of IAE Paris Sorbonne.

The ALTERS Association has a Charter which will be annexed to its Statutes. It sets the ethical and deontological rules and operational mechanisms of the Association. It protects the legitimate interests of members of the association engaged in economic activities within these pilot projects.
